What is ODA?

Official Development Assistance (ODA) refers to aid given by central and/or local governments and public institutions to promote the economic development and social welfare in developing countries. ODA can also include financial resources or technical cooperation provided to governments in developing countries, developing regions, or international organizations.

International Development Cooperation refers to international efforts and actions undertaken by the international community to protect basic human rights by tackling poverty in developing countries as well as by reducing the development gaps between developed and developing countries, between different developing countries, and within the societies of developing countries.

Purpose of KMA’s ODA

With extreme weather events driven by climate change increasingly having severe effects across the globe, demand for KMA’s meteorological assistance and advanced meteorological techniques is rapidly rising from many countries around the world. To meet the growing demand, the KMA focuses on ODA projects for partner countries to help them strengthen their capacity for climate change response, provide assistance for disaster risk reduction and mitigation, and facilitate Korean weather enterprises to enter foreign markets.

Status of KMA’s ODA Projects

The KMA is currently carrying out three types of ODA projects in several partner countries: installation of automatic weather stations systems (AWSs), GEO-KOMPSAT-2A (GK-2A) data reception and analysis system, and integrated typhoon monitoring and prediction platform.

The AWS installation project aims to install automatic weather systems (AWSs) in blind spots in observation network of a partner country for real-time data collection, increasing forecast accuracy and strengthening capacity for climate change response and disaster mitigation. The project has been carried out in Vietnam, Mongolia and Myanmar, and it is currently being implemented in Cambodia.

The GK-2A data reception and analysis system installation project is based on KMA’s independent technical capability to launch and operate GK-2A, which is the COMS’ follow-up satellite launched in December 2018. This project aims to install GK-2A data reception and analysis system in a partner country, strengthen capacity building for satellite data utilization, and send KMA’s experts to a partner country for technical assistance. It is currently being implemented in Bangladesh and Cambodia. The project is expected to allow them to use high-resolution satellite images in weather forecasting, improving their capacity for mitigating and responding to meteorological disasters.

The integrated typhoon monitoring and prediction platform installation project aims to install both the Typhoon Operation System (TOS) and GK-2A data reception and analysis system for operational weather forecasting in a partner country, strengthening monitoring and forecasting of typhoons, one of the largest-scale disasters in Asia, and contributing to meteorological disaster prevention. This project is currently being implemented in Laos and is scheduled to be completed by 2023.
